Both. DJGPP, being a port of Unix GCC, is a command-line compiler 
(which is great, IMHO) but, thanks to hard work of Robert Hoehne 
DJGPP users can now enjoy the power of RHIDE which resembles Turbo C IDE 
very closely. You'll find RHIDE in the same place DJGPP is.
