You probably didn't download all the programs you need.  The
'readme.1st' file tells you that you need the following packages as the
bare minimum for compilation:

  v2/djdev201.zip
  v2gnu/bnu27b.zip
  v2gnu/gcc2721b.zip

You probably didn't get the bnu27b.zip file.

The other possible cause is that you didn't configure your system
correctly.  For DJGPP programs to work, the BIN directory of the
installation must be in your PATH, and the "DJGPP" environment variable
must be set to point to the location of 'djgpp.env'.  'readme.1st'
contains complete instructions for this.

Please also get the DJGPP Frequently Asked Questions list
(v2/faq202b.zip), and read chapters 6.4 and 8.1.
