1) Are you sure that all the directories are OK in Option Directories?
2) Do you enable the library in the options (you must have the right name and 
the cross at the left).
3) What name do you used for the lib, try with: library: libtv.a then use only 
tv as name.
4) Can you create any example file from the package using the DOS prompt?

Makefiles are relative easy take a makefile from some little package (there are 
various in the v2tk dir in simtelnet) and try to guess how work, read the help 
from RHIDE to understand the macros like $@,$<,etc (In RHIDE: press F1, ^D 
select make.inf and read this help). The basic things are very easy.
