Is that cat.exe from the DJGPP port of Fileutils 3.13?  If so, the above 
works for me on MSDOS.  Can you try it on DOS and see if it works?  If 
not, maybe you have an old cat.exe?  If it does work on MSDOS, but not on 
Windows 95, it probably is Windows-specific.

Also, be sure to upgrade to the latest bash.exe.
