I had a similar problem.  Emacs would return to the command prompt when 
launched from a DOS window in Windows 95.  The fix was to have the 
environment variable LFN=Y.  You can either put "SET LFN=Y" in your 
AUTOEXEC.BAT or type "SET LFN=Y" from the command prompt.
