I don't know where you can get RC.EXE (it's on the net) but you can get a
windows.h file from the WINE distribution on sunsite. Do NOT get the most
recent WINE release, as the windows.h in it isn't exactly compatible, but
the older releases have a compatible windows.h file. You'll need more than
just that file though.
