WARNING : all the following is IMHO, AFAIK etc ...

COFF header info is not enough, as it doesn't store number of relocation
items in COFF file and String table size. You *HAVE* to load at least
all section's and symbol's entries to calculate the size.

Look at coff.h in djgpp/include directory for description of COFF header
structure and sizes of all data things.
