It's probably the gnu-win32 thing.  A port of GNU to the Win32 environment,
with support for compiling DLLs and Win32 GUI programs.  You can get the
next beta (beta-17) within two weeks from the http://www.cygnus.com site.

It's just like DJGPP, except that fork() really works :)  .    It is not
anyting remotely resembling Visual C++ or Delphi.  It is sponsored by
Cygnus, the GNU support company.  The DJGPP FAQ mentioned it, saying it's
in early stages of beta.  So don't expect it to be able to compile anything
useful without heavy tweeking.
