It was uploaded more than a month ago, you just use an old SimTel mirror 
which is not a SimTel mirror anymore.  Here's the list of UK mirrors 
from the DJGPP FAQ:

	Edinburgh, UK:
	     emwac.ed.ac.uk, directory /mirror/simtelnet/gnu/djgpp

	Lancaster, UK:
	     micros.hensa.ac.uk, directory /pub/simtelnet/gnu/djgpp

	London, UK:
	     sunsite.doc.ic.ac.uk, directory /packages/simtelnet/gnu/djgpp

	London, UK:
	     ftp.demon.co.uk, directory /pub/simtelnet/gnu/djgpp

Under the directories mentioned above, look for v2, v2gnu, v2misc etc.
