SCM (see the scheme FAQ) has a DJGPP makefile and a separate but
associated compiler to C (Hobbit).  There is also a C(++) header
compiler for it.  I'd guess that a Scheme->C port would be tractable
if it hasn't been done already.

I'm not sure I understand the requirement to generate C; it's
straightforward to glue foreign code into various Lisp (esp. Scheme)
interpreters.
