The RSX package has nothing to do with Windows API. None of these
functions are implemented by the package. In fact no package exists that
implements any of the APIs. They all live in WinXX DLLs, VxDs and other
parts. Software packages merely provide libraries with exported
entrypoints to Windows APIs.

Try, for example, to write a program that supports the LAN Manager. You
won't make it without headers found so far ONLY in SDK. That's right RSX
is great but it IS NOT self-contained and, as Eli said somewhere before,
it lacks its source code to look into and correct if needed. That's, in
my opinion, the biggest drawback of the package.
