This is certainly not the case for laptops which have no floppy
drives (ala Compaq Aero(?)).  References to A: and B: get handled by
card services which then has to deal with making sure that a floppy
drive is plugged into the PC-Card slot, but card services are
typically loaded in the config.sys file, so they are not available
until well into the boot process.
