You can send mail to <help-gnu-emacs AT prep DOT ai DOT mit DOT edu>: that's a mailing 
list which is gated into the gnu.emacs.help news group.

There is a pre-compiled binary of the latest Emacs 19.34.  Drop me a note 
if you want to know where to get it.

You can also get the source distribution of Emacs and compile it with 
DJGPP v2 (it builds right out of the box), see the file INSTALL for how 
to do that.

The DJGPP binary will run on Windows 3.x and Windows 95 (and supports 
long filenames on the latter platform).  There is a Windows 95-specific 
version that you can get from the following URL:
