You should begin by downloading the file `readme.1st' at this URL:

  ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2/readme.1st

It includes enough info for you to decide what other parts of the 
distribution you will need to download.  If you have specific questions 
after reading that file, please ask them here.
