rsxntdj1 and rsxnt include grc.exe and rsrc.exe which are resource
compilers and linkers.  but they do not have rc.exe included with them. 
The reason is that you do not need rc.exe with these two packages. 
instead, the work of rc.exe can be done with grc.exe and rsrc.exe. 
however, you need rc.exe if you use Schnitker's winsdk package.  otherwise,
you simply do not need it and can do fine with Schnitker's rsrc.exe and
grc.exe that, as i mentioned before, are included with both rsxntdj1 and
rsxnt (included also in both packages as you may know are the nicely done
