Commercial: Others have recommended the MKS tookit (http://www.mks.com),
although this would be rather expensive if you only want the 
utils mentioned.

Otherwise: I believe the djgpp collection includes GNU sed.  Get other
GNU and GNU-like utilities from GNUish: Perhaps the fileutils in
dos_only/fut312b[sx].zip (DOS-only), or gnufut21.zip (DOS and OS/2),
or Stewartson's Unix-like utilities in ms_sh/uxutl23[a-d].zip (DOS,
works well with his sh-like shell).  Both djgpp and GNUish are visible
through http://www.simtel.net/simtel.net/.
