    is there any good IDE for djgpp apart Emacs... if doesn't where to get
    this

I like Emacs myself, however, there also is the RHIDE environment.  RHIDE
should be available from where you downloaded DJGPP.

    I want to get a library to make custom menus,like vartical and horizontal
    onces

I think SWORD, which provides a GUI development library, is what you want. 
Also from your DJGPP source.
