Currently, the best thing to do is to download the latest GNU Emacs 
distribution from one of the GNU ftp sites and build it with DJGPP 
(assuming that you have DJGPP installed).  The build process is 
completely automatical; instructions to build Emacs are in the file 
INSTALL in the distribution.

The next DJGPP release will come with a pre-built Emacs binary.
