Please read the 'readme.1st' file that comes with the DJGPP v2 distribution.
It tells you explicitly that you need a DPMI host to run v2 programs.  You
can either run DJGPP under a DPMI provider like Windows 3.1/95, 4DOS, 386MAX,
OS/2, or Linux dosemu, or download the free CWSDPMI utility that is designed
to provide DPMI services for DJGPP.  It can be found as v2misc/csdpmi2b.exe
from the same place you got the rest of your DJGPP files.

I also recommend downloading and reading the Frequently Asked Questions list
(faq201b.zip) and reading at least the first 6 chapters; it tells you all you
need to know and more about using DJGPP.  (The specific question you asked is
answered in section 6.1)
