Actually, the 'oak.oakland.edu' site refers to the Coast To Coast repository,
which was originally named SimTel in violation of the trademark already owned
by another repository.  The primary (real) SimTel site is ftp.simtel.net, and
the correct djgpp directory is as follows:

ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2*

Please download the 'readme.1st' file, as it contains complete instructions
for which packages you need to download and how to set them up.  The Frequently
Asked Questions list (faq201b.zip) also contains some _extremely_ valuable
hints on both setting up DJGPP and getting used to how it works.

Please note that none of the DJGPP files you will see are standalones.  They
are distributed separately so you can pick the pieces that suit your particular
needs.  Again, read 'readme.1st' FIRST!
