You should read the FAQ, look for DJGPP.ENV and set your environment:
set djgpp=c:/djgpp/djgpp.env

Look at the file c:\djgpp\djgpp.env

Alternatively set the environment variable LIBC_INCLUDE_PATH

At least you can use the -I switch for your own .h files.
