Not if you know how to ask GPS to find it, it ain't!  Once inside Info, 
enter the FAQ list from the main menu.  Then press `s' (for `search'), 
and Info will politely ask for a string to search.  Type "18.4" and press 
[Enter].  Voila: you get the section number 18.4!  (Sometimes there is 
another string that includes "18.4" as a substring, so if you don't get 
there the first time, just keep pressing `s' and [Enter] until you do.)
