Does it work with other DOS programs when loaded HIGH?  In other words, 
is it a problem with the mouse driver or with the way Emacs uses it?

Do you use the file emacs.pif in the msdos directory of the Emacs 
distribution?  If not, try it.  If you do, then similar problems were 
reported when running Emacs on Win 3.11 with 32-bit file access enabled 
and/or with Win32s loaded.  Are you using any of these?
