 Hmmm... that is odd. I've found that Windows will grab 
 some function keys (but not the standard A-Z keys). 

 I don't know what Quake does.

 Try unchecking all the boxes for Windows Escape Keys in the
 MS Dos Window->Properties->Misc properties sheet. This
 is available when you right click on the title bar of
 an active MS Dos Window, or on the executable itself
 in Explorer.
 
 I found this kept Windows 95 from grabbing Function and ALT
 key combinations.
