open() masks out all Bits in flags that make no sense 
in DOS. But with a File System Extions handler installed,
they _might_ make sense. So it might be better to move
the masking code to _open and activate it only
when no FSE handler is installed or it returns DOSIO.

The current code efficiently disables non-blocking IO
on a serial line...
