I know about Novell DOS 7.0 and another DOS 7.0 which comes with Windows 
95.  AFAIK, both have DPMI servers that are installed by default (under 
Win95, you cannot even turn it off).  So the truth is that you do need 
DPMI under DOS 7.0, but you already have one installed.

Another possibility is to use p2c, the Pascal-to-C converter.
