Did you install the lgp271b.zip distribution?  That's where fstream.h 
should be.  Without that zip file you don't have the C++ headers and 
libraries on your system.  When you install it, the headers wind up in 
the lang/cxx subdirectory of the main DJGPP installation directory.  Do 
you have that directory?
