Some TSRs can be turned off by typing a partcular command (or using a 
particular hot-key).  Some can even be unloaded, *if* they were the last 
TSR to load.  If the TSR isn't programmed with a way to turn it off, I 
think you're forced to reboot.  In theory you could go into DOS memory with 
a memory editor (for instance, DEBUG) and fix the interrupt jump tables to 
bypass the TSR, but it's a lot more work (and a lot riskier) than a 
three-finger chord.
