OK, I now found the file, it seems that there is cause for major
confusion with SimTel and simtel.net. The ftp.coast.net alias contains
vendors/djgpp but doesn't seem to get updated, ftp.simtel.net contains
gnu/djgpp which is apparently up to date. The only bad thing is that
most sites mirroring SimTel mirror ftp.coast.net, so unless this gets
fixed somehow, updates for djgpp will not get propagated.
