You don't have to uncompress them.  DJP does this automatically and 
transparently.  You just run the program as usual.

The smallest program you can produce with DJGPP v2 is 16KBytes (without
compressing with DJGP).  Is that too large?  Nowadays, most disks have
this as their cluster size, so you cannot have any file that takes up
less.
