I have used RSXWIN on windows 95 and for console mode programming I
had no problems! It works fine and it was not hard to get the package
to work. I ahd to hack some windows include files but it was only a
few files. I was not able to really get any GUI programs going since
the package did not have a resource compiler at the time. I emailed
the author and he said the newest version due sometime soon I think
will include a resource compiler.

Just my 2 cents!
