Are you sure you want to build GCC yourself?  If you only want GCC that 
runs under Win95, you can get a binary which is ready to run from any 
SimTel mirror, in the SimTel/vendors/djgpp directory.

Building GCC requires that you have a few tools that aren't standard on 
MS-DOS, like GNU Fileutils.  `update' and `sed' come with DJGPP, but you 
will discover that you need additional programs once you get past that.
