Why not?  I don't have access to Win95, but other people who use it have 
reported that they did set the DPMI memory (not EMS or XMS) to 64MB and 
it worked for them.  That is the only way to get more than 16MB of VM on 
Win95 in DJGPP programs.  Do you maybe have a beta version of Win95?
