There is a djgpp-site in austria (vienna) which seems to hold an up to 
date archive of djgpp V1 and V2:

  ftp.univie.ac.at/pc/dos/vendors/djgpp

It's usally very fast, at least if you've direct internet-access as I 
have from the University of Linz. (average 50kBytes/sec for me!)

I think this site should be included in the FAQ as well.
