These are two different issues.  No matter how the program was compiled 
(under Windows or CWSDPMI), it needs *some* DPMI host at runtime; that 
DPMI host can again be Windows, CWSDPMI, or any other.

If the person(s) who recieve your program(s) only run them under Windows, 
you don't need to send them CWSDPMI, no matter how did you compile them.
