The usual place to look for routines for reading/writing graphics formats is
(well one of the places) the netpbm collection of tools. The programs are
mainly aimed at unix systems, but since djgpp is a 32 bit flat model compiler,
porting the code to it is very simple.

The current version is available from any X11 contrib mirror, the root
location is ftp://ftp.x.org/contrib/utilities/netpbm-1mar1994.p1.tar.gz
