No, under Windows the DJGPP startup code doesn't load CWSDPMI at all, it
just uses the DPMI services of Windows. The error message that you see
comes from the startup code that tries to switch to protected mode an
somehow fails.
Can you give any details about the "BLINKER DPMI"? Then people who
understand the intricacies of DPMI might give you a solution if there is
one. For instance, can BLINKER use the DPMI services of Windows? Is it
a 16-bit DPMI program or 32-bit? Does BLINKER allow offer method of
running commands other than SWPRUNCMD and if so, did you try it and what
happened?
Also, can you run the program called go32-v2 under BLINKER with the same
SWPRUNCMD routine? If so, can you tell what does go32-v2 print when
invoked with no arguments?

As far as I know, there is no way to do that.
