In a word:  ewwwww...  :)  I guess they do it that way to make it difficult
for anybody to simply edit the bitmap, or substitute a different one.  It
probably has more to do with paranoia than boneheadedness, although
there is more than enough of the latter at Microsoft to go around.

Did you ever think that a large part of Bill Gates' plan to rule the world
must involve keeping MS users so confused that they can't see straight?
"Reduce them to helpless, quivering subservience, and you will own
them..."  And I always wondered why I like Unix so much...
