Do you have a program named `as.exe' in your bin subdirectory?  If not, 
you should install the GNU Binutils (bnu252b.zip).  If you do, then
probably something's wrong with the way you installed DJGPP.  Please 
check that an environment variable named `DJGPP' is defined and that it 
points to the full pathname of the DJGPP.ENV file on your system.
