I down loaded the binaries of the texinfo package along with other stuff from 
djgppv2. I have the following problems.

(the syntax is approximate :)

cd \djgpp\info
info -f libc.inf
* error: cannot find node Top.

info -f libgpp.inf
* error: cannot find node Top.

info -f libgpp.i1

/* now info works but cannot find any of the nodes in libgpp.i2, libgpp.3 etc.
 */

/* then I examined the files to see why some worked and not others */
/* I found that putting the '^_' that is before 'File' as the first
   char on a line and then putting 'File' at the begining of a line
   made info understand.

/* but this fix doesn't work with sections that mulitple parts *.i1 *.i2 etc
 */

Why didn't the package work 'out of the box' it it some kind of unix-msdos 
interaction?  Can anyone suggest a better way to get all the info files 
working?
