It's not in TeX, it's in Texinfo, and that's correct only for the source 
files of the docs.  What the users should use as *the* docs is the Info 
files which can be read with the stand-alone Info reader (info.exe from 
txi360b.zip in the v2gnu/ subdirectory on SimTel mirrors).
