My hypothesis (with postive evidence and no negative contra-indications) 
is that you have a V1 executable and need both the V1 and V2 go32.exe's.  
I said hey, I can delete all the V1 stuff and my V1 emacs wouldn't work.  
Also I think make may have broken.  Try getting a V1 go32 and putting it 
somewhere in PATH.  It appears V2 go32 recognizes V1 requests/signatures 
and passes the duty off.
