You use an old version of Emacs and info.el.  Newer versions can search 
for `foo.inf' when they don't find `foo' automatically.  I don't know if 
there is a new version of info.el which can be used in Mule (AFAIK, Mule 
is based on an old version 18 of Emacs).  If there is no such version, 
you can always edit the file `dir' yourself, there is nothing sacred in 
it (I do this all the time, for different reasons).
