This line *is* your problem.  It should say this:

	SET DJGPP=D:/DJGPP2/DJGPP.ENV

i.e., it should point to the DJGPP.ENV file, not just to its directory. 
Please download the file v2/faq200b.zip (from the same place you got
DJGPP) and read the DJGPP FAQ lis.  It mentions such problems in quite a
few places.
