Windows is probably using special drivers which came with the card, not 
the built-in VESA support.  Did you try to run DJGPP with UNIVBE loaded 
as TSR?

Just to be sure: did you set the GO32 variable correctly, like this:

	set GO32=gw 800 gh 600 nc 256
