While an EMM may provide VDS for the memory it provides (like UMBs) it
doesn't control the page tables for the DPMI application (and those could
even change with paging, etc).  I had already been scolded by the 386MAX
author for not providing extension services and VDS support - so I knew
where I cut corners.
