	Actually, that's WINE (as in WINdows Emulator), but even
if WINDOWS.H is provided w/ that kit, you'll also need a resource
compiler, which only comes w/ a true Windows SDK.  In fact, RSXWDK
is really only for someone who already has a complete 16-bit Windows
development setup and is interested in converting a *debugged*
Win16 pgm into a 32-bitter w/o Win32s.

	In theory, you *could* get by w/ the MSOFT Developer's Network
Level II CD and DJGPP/RSXWDK2, since that CD includes all of the
important Windows developer's kit sware (minus compilers.)  However,
Rainer (the author of RSX) has informed me that he hasn't done any work
on the debugging front (gdb) and has no plans to do so.  Obviously,
Codeview (the std MSOFT symbolic debugger) wouldn't be of help in a
specialized 32-bit extender environment.

	The Cygnus GCC/GPP port is probably closer to what you're
looking for since it's reported to be Win32 compatible (right now)
and is also to include support for DLLs, debugging via gdb, and
resource binding (can't do dialogs and menus easily w/ that
capability.)  Check out:

for more info about the current status of their port.  OTOH, if
you're thinking about remaining in the Win 3.1/DOS world, that's
no help....
