	I had a similar problem which I eventually corrected.  I located a
file wina20.386 which was a relic of Win3.10. I made a backup copy of
the file and then deleted the original from my hard disk.  I rebooted
and the A20 handler installed OK.  You may wish to check to see if it
will work for you.  Good luck.
