First, you can load CWSDPMI above the 640K mark (aka loadhigh).
Second, it only takes 50K on the first invocation; when you spawn child 
programs, it adds only about 18KB to the initial footprint.

If that's unacceptable also, about the only option you have is to run
under Windows, which takes 18KB for the first and subsequent invocations.
