I reread this and saw it is confusing.
I simply applied the patch to the netlib sources and
successfully got f2c.exe and the fortran libraries (libf2c.a).
This was done using DJGPP Version 1.0 and Version 2.0.
For the link part using -lf2c -lm **no** executable was created
and the above error message was displayed.
